Dalam konsep human capital dinyatakan bahwa manusia suatu bentuk modal sebagaimana bentuk modal lainnya. Bentuk modal manusia berupa pengetahuan, gagasan, kreatifitas, keterampilan dan produktivitas kerja. Dalam sektor publik atau pemerintahan konsep human capital belum banyak diadopsi oleh instansi atau SKPD. Rumusan masalah dalam penelitian ini adalah bagaimana pengaruh penerapan human capital dalam pencapaian program peningkatan produksi padi di Kabupaten Tanggamus. Penelitian menggunakan teknik analisis deskriptif kualitatif. Dengan lokasi penelitian di Dinas Pertanian Tanaman Pangan dan Hortikultura Kabupaten Tanggamus. Hasil penelitian ini bahwa konsep human capital untuk aparatur sipil negara di lingkungan dinas tidak memenuhi seluruh indikator human capital, karena dalam penempatan pegawai berdasar hak prerogatif pimpinan, tidak ada konsultasi karir bagi pegawai, dan pendidikan serta pelatihan hanya sekedar formalitas untuk kenaikan pangkat dan jabatan. Konsep human capital terlihat kepada masyarakat, yaitu penyuluh kepada kelompok tani karena pendidikan dan pelatihan kepada kelompok tani berjalan dengan baik yang terlihat dari hasil produksi padi yang mengalami peningkatan. Kata kunci : Human Capital, Produksi Padi ABSTRACT THE INFLUENCE OF APLICATION HUMAN CAPITAL IN ACHIEVING THE TARGET OF INCREASING RICE PRODUCTION PROGRAMS IN TANGGAMUS REGENCY (Study of Dinas Pertanian Tanaman Pangan dan Hortikultura of Tanggamus Regency in 2018) By DINA ELZADITYA Human resource development is an investment for organizations, both public and private. In the human capital concept it is stated that humans are a from of capital as other forms of capital. Human capital concept in the form of knowledge, ideas, skills creativity and work productivity. In the public sector or government sector, human capital concept has not been widely adopted by agencies or SKPD. The formulation of the problem in this study is how the influence of the determination of human capital in achieving the program to increase rice production in the Tanggamus. The study used qualitative descriptive analysis technique. Research sites at the agriculture food and horticulture department of Tanggamus Regency. The result of this study is that the concept of human capital for civil servants in the service sector does’nt meet all human capital indicators because in the placement of employees based on leadership prerogatives, there is no career consultation for employees and education and training are merely formalities for promotion and position. Human capital concept is seen in the community, namely extension agents to farmer groups because education and training to farmer groups gone well, it can be seen from the increase in rice production.
