The method used is qualitative with data collection through indept interview. Data obtained through indept interview with informant selected by purposive sampling technique. The collected data is processed by reduction, display and conclution technique. Validity of data using degree credibility consisting of extension of observation, improvement of perseverance, triangulation, and member check. The results of this study indicate that the cause of high population in District Seberang Ulu 1 because of the high birth rate caused by the community still adhere to the principle of many children a lot of sustenance, the high level of young marriage due to the assumption that unmarried 12-year-old girls are not sold.Migration factor, high migration flow to this area is caused by the location of District Seberang Ulu 1 close to the border of OKI and OI. The ease of running a trading business because it is close to the market 16 Ilir and Jaka Baring Center Market. The number of government-owned vacant land that can be used for temporary free shelter.
