Didasarkan dari hasil analisis diperlukan kegiatan pelatihan melalui pengembangan model cooperative experiental learning berbasis soft skill dan hard skill untuk meningkatkan kompetensi warga belajar. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dan kuantitatif dengan metode penelitian dan pengembangan ( research and Development; R&amp;D ). Temuan dalam penelitian ini disimpulkan sebagai berikut (1) kondisi pembelajaran yang ada cenderung memiliki muatan hard skill lebih banyak disbanding dengan soft skill akibat dari persepsi atas kegaiatan pembelajaran pada kursus menuntut lebih banyak praktek (2) model yang dikembangkan memerlukan adanya integrasi pembelajaran cooperative experiental berbasissoft skill dan hard skills (3) kegiatan pembelajaran diselenggarakan melalui kegiatan kelompok yang mengakomodasi pengalaman setiap warga belajar, sehingga warga belaja rmemiliki kompetensi: a) Dapat bekerjasama dalam tim, b) Bertanggung jawab dalam pekerjaan, c) Memiliki komunikasi yang efektif, d) Memiliki peningkatan keterampilan baru, e) Memiliki peningkatan pengoperasian teknologi kecantikan yang terbaru, f) Memiliki peningkatan mental wirausaha. (4) Dari pengujian yang dilakukan terbukti bahwa model yang dikembangkan memiliki kebermaknaan yang signifikan, dalam meningkatkan kompetensi warga belajar kursus dan pelatihan Tata Kecantikan Kulit. &#xD; &#xD; Kata kunci :cooperative experiental learning, softskill, hardskill&#xD; &#xD; Abstract&#xD; Wiwin Herwina. 2019. Development of Cooperative Experiential Learning Models Based on Soft Skill and Hard Skill in Increasing Competence of Learning Citizens (Study on Institute of Course and Training in Beauty Planning in Tasikmalaya City) &#xD; This research is motivated by the condition of the citizens learning on beauty courses that have low competence, so that it requires an increase in accordance with the demands in carrying out their duties. Based on the results of the analysis, training activities are needed through developing a model of cooperative learning based on soft skills and hard skills to improve the competency of learning citizens. The approach used in this study is a qualitative and quantitative approach with research and development methods (research and development; R &amp; D). The findings in this study conclude as follows (1) existing learning conditions tend to have more hard skill content compared to soft skills due to perceptions of learning activities in the course demanding more practice (2) the developed model requires the integration of experiential cooperative learning soft skills and hard skills (3) learning activities are carried out through group activities that accommodate the experience of each learner, so that the learning community has competence: a) Can work together in teams, b) Responsible for work, c) Have effective communication, d) Having new skills improvement, e) Having the latest increase in the operation of beauty technology, f) Having an increase in entrepreneurial mentality.
