The purpose of the research is get cement protland composite with the mixing composition of the addition of fly ash in accordance with SNI 15-2049-2015. The benefits of this research is to reduce the level of environmental pollution. Cement that has been created will be done some analysis to determine the quality of cement, such as cement chemical composition analysis using X-Ray Spectrofotometer tool, the determination of lost of ignation, the determination of fineness of cement compressive strength of mortar, so expect the cement produced according with SNI 15-2049-2015. The results showed that the addition of fly ash for the manufacture of portland composite cement is 25%, due to the addition of fly ash as much as 25% gained level incandescent missing for 1,78% of cement, finess of cement by 4601,26 cm2/gr and compressive strength of mortar at 7 days that is equal to 330 kg/cm2.
