- <b>ABSTRAK</b><br> Dalam rangka mendukung pemanfaatan bahan bakar nabati dan menjamin penggunaan biodiesel di Indonesia pada tahun 2008 pemerintah menerbitkan Permen No. 32 Tahun 2008 Tentang Penyediaan, Pemanfaatan dan Tata Niaga Bahan Bakar Nabati (Biofuel) sebagai Bahan Bakar Lain. Dalam peraturan tersebut pemerintah mewajibkan penggunaan minimal biodiesel di sektor transportasi PSO (Public Service Obligation) dan Non PSO, industri dan komersil, serta pembangkit listrik hingga tahun 2025. Studi ini bertujuan untuk menganalisa implementasi kebijakan kewajiban pemanfaatan biodiesel serta mengetahui faktor-faktor yang mempengaruhi permintaan dan penawaran biodiesel di Indonesia. <br><br> Untuk menjawab tujuan tersebut maka pendekatan yang digunakan adalah evaluasi formal, kualitatif deskriptif, dan kuantitatif. Pendekatan evaluasi formal dilakukan dengan menilai tercapai atau tidaknya tujuan dan sasaran yang tercantum dalam dokumen resmi. Sedangkan penawaran biodiesel dihitung dengan menggunakan metode regresi linier berganda (OLS). Sementara pendekatan kualitatif deskriptif dilakukan dalam bentuk wawancara mendalam dengan pakar/ahli untuk mengetahui permintaan biodiesel. <br><br> Berdasarkan hasil penelitian diketahui bahwa (1) implementasi kebijakan mandatory pemanfaatan biodiesel belum dapat mencapai target yang telah ditetapkan, (2) faktor-faktor yang mempengaruhi penawaran biodiesel di Indonesia secara nyata adalah harga bahan baku (CPO), harga biodiesel domestik dan penawaran biodiesel tahun sebelumnya, dan (3) faktor utama yang mempengaruhi permintaan biodiesel di Indonesia adalah, implementasi kebijakan, harga biodiesel dan harga bahan bakar minyak, ketersediaan infrastruktur, serta sebaran lokasi produsen biodiesel. <hr> <b>ABSTRACT</b><br> In order to support the use of biofuel and to guarantee the use of biodiesel in Indonesia, in 2008 the government issued Permen (Minister?s Regulation) No. 32 year 2008 on the Supply, Use, and Commerce of Biofuel as Alternative Fuel. In the regulation, the government requires the minimum use of biodiesel in the PSO (Public Service Obligation) and Non-PSO transportation sectors, industrial and commercial, and for electricity power plant until 2025. This study aims to analyze the policy implementation of mandatory biodiesel use and to discover the factors influencing the demand and supply of biodiesel in Indonesia. <br><br> To respond to those objectives, the approach used is formal evaluation, qualitative and quantitative descriptive. The formal evaluation approach was conducted by assessing whether the objectives and targets mentioned in the official document have been accomplished or not. Meanwhile, the biodiesel supply was estimated by using an ordinary least square method (OLS). Moreover, the qualitative descriptive approach was conducted in a form of in-depth interview with the main specialists/experts to figure out the demand side of biodiesel. <br><br> The result show that (1) the policy implementation of mandatory biodiesel use has not been able to accomplish the targets determined, (2) the factors influencing the biodiesel supply significantly in Indonesia are raw material prices (CPO), domestic biodiesel prices, and the previous biodiesel supply, and (3) the main factors influencing the biodiesel demand in Indonesia are policy implementation, biodiesel prices and fuel oil prices, the availability of infrastructure, and the spread of biodiesel producer locations.
