Penelitian ini adalah penelitian kualitatif dengan metode pengumpulan data kualitatif. Hasil dari penelitian ini adalah kebijakan tarif ditujukan untuk mengakomodir semua usulan tarif, keberpihakkan kepada masyarakat dan memenuhi fungsi budgetair. Tahap formulasi kebijakan tarif sudah sesuai dilakukan walaupun mengalami beberapa kendala dalam mendapatkan kesepakatan sesuai dengan tujuan yang ingin dicapai., This thesis discusses about policy formulation of rates in property tax in DKI Jakarta. This research purposed was to know and analyze the reasons behind formulation of the policy about rates in tax property by DKI Jakarta provincial government and the formulation of this policy. This research are research with qualitative approach and qualitative data collection method. The results of this study are intended to accommodate the policy rates all proposed rates, stands to the community and fulfill the budgetair function.
