Kewenangan menetapkan
pengangkatan, pemindahan, dan pemberhentian pejabat selain pejabat pimpinan tinggi utama dan madya pada pemerintah Provinsi DKI Jakarta diemban oleh Gubernur DKI Jakarta sebagai pejabat pembina kepegawaian daerah Provinsi. Besarnya kekuasaan, jika tanpa pengawasan tentu saja dapat mengundang kesewenang-wenangan, karena setiap kekuasaan cenderung untuk disalahgunakan, dan kekuasaan yang absolut pasti disalahgunakan. Untuk menjamin tegaknya hukum dan keadilan kepada setiap pegawai negeri sipil dalam hal pengembangan kariernya, pengawasan mutlak diperlukan;Civil servants have a very important role in governance in achieving the objectives of the state. Civil servants are elements of the state apparatus to run the administration and development in order to achieve the objectives of the state.
