Berdasarkan data Survei Ketenagakerjaan Nasional, penelitian ini membahas penyebab dari ketidakcocokan kualifikasi pekerja di Indonesia. Pengukuran ketidakcocokan didasarkan pada pemetaan ISCO-08 ke ISCED-97. Hasil menunjukkan bahwa hampir setengah dari pekerja Indonesia adalah underqualified. Berkaitan dengan karakteristik pendidikan, probabilitas tertinggi menjadi overqualified terjadi pada pekerja dengan pendidikan terakhir D1-D3, selain itu probabilitas menjadi underqualified paling tinggi di kalangan pekerja lulusan SD. Di sisi lain, karakteristik ketenagakerjaan, seperti industri, formal (vs. informal), dan kerja paruh waktu (vs. penuh waktu) juga secara signifikan memengaruhi ketidakcocokan. Hasil menarik yang ditemukan adalah, bekerja pada sektor jasa dapat mengurangi probabilitas mengalami ketidakcocokan. Temuan yang diperoleh menyarakan kebijakan yang meningkatkan kualitas sistem pendidikan dan mendukung transisi dari pendidikan ke pekerjaan.

<b>ABSTRACT</b><br>
Using data from the Indonesia National Labor Survey, this study determines the causes of labor qualification mismatches in Indonesia. Mismatch measurement is based on mapping ISCO-08 to ISCED-97. The results show that almost half of workers in Indonesia are underqualified. Regarding education characteristics, the strongest probability of being overqualified is at Diploma 1-3 (ISCED 3) level, while the likelihood of being underqualified is highest at elementary level (ISCED 1). On the other hand, employment characteristics, such as industry, formal (vs. informal), as well as working part-time (vs. full time) also significanlty affect the mismatch. The most important result is working at services sector lower the probability of being mismatch.
