ABSTRACT
Using data from the Indonesia National Labor Survey, this study determines the causes of labor qualification mismatches in Indonesia. Mismatch measurement is based on mapping ISCO-08 to ISCED-97. The results show that almost half of workers in Indonesia are underqualified. Regarding education characteristics, the strongest probability of being overqualified is at Diploma 1-3 (ISCED 3) level, while the likelihood of being underqualified is highest at elementary level (ISCED 1). On the other hand, employment characteristics, such as industry, formal (vs. informal), as well as working part-time (vs. full time) also significanlty affect the mismatch.
