Perpaduan antara kondisi geografis, banyaknya sungai, rusaknya lingkungan hidup, tekanan jumlah penduduk, menyebabkan Jakarta semakin rentan terhadap banjir. Permasalahan kepadatan penduduk, menyebabkan munculnya pemukiman ilegal, dan kumuh di wilayah bantaran sungai. Dengan kondisi perubahan iklim yang terjadi saat ini, frekuensi banjir semakin meningkat dengan volume dan daya rusak banjir yang juga semakin meningkat. Semakin banyaknya rumah ilegal di bantaran sungai, akan mempersempit dan menurunkan kemampuan sungai untuk menampung air. Penduduk yang tinggal di bantaran sungai juga sangat rentan terhadap bahaya banjir. Normalisasi sungai Ciliwung dilakukan untuk memperlebar dan memperdalam sungai. Namun normalisasi Sungai Ciliwung belum disertai dengan penataan bantaran sungai untuk mengoptimalkan fungsi ekologis, ekonomis, dan sosial dari sungai dan bantaran sungai. Selain normalisasi sungai, untuk meningkatkan kualitas lingkungan, menyelamatkan penduduk dari bencana banjir, dan memperbaiki kondisi sungai, diperlukan juga perencanaan dan penataan lansekap di wilayah tersebut. Kehadiran lansekap/taman di bantaran Sungai Ciliwung ditujukan untuk mengusung berbagai fungsi yang meliputi fungsi ekologis-estetika, dan fungsisosial-ekonomi.
