- Construction services are a sector that plays an important role in the development of Timor Leste. It is hoped that government procurement of goods / services can be carried out effectively and efficiently with the principles of fair, transparent, open competition and fair treatment for all parties. This study aims to analyze the differences in the characteristics of the knockout system and the value system in a bid evaluation in determining the winner of the auction of goods / services using the Analytical Hierarchy Process (AHP) approach. This research is a combination of qualitative methods and quantitative methods where the qualitative method is used when measuring the relative factors that affect the passing grade / pass threshold and checklist from primary data while quantitative methods are used when processing secondary data from bidding participants, and the combination both methods are used when validating the research results. The results showed that the knockout system and the scoring system (checklist and passing grade / passing threshold) had different characteristics in terms of evaluation time; evaluation costs; evaluation result; detail requirements; accuracy in choosing service providers; working result; selection of participants; determination of winners; the number of findings of the examiner; basic implementation guidelines in the field; service provider opinion; budget users; Goods / Services Procurement Committee about the knockout system and value system; and evaluation limits. The conclusion of this research is that the difference in the characteristics of the knockout system that was implemented in 2006-2007 and the value system (checklist and passing grade / pass threshold) that was implemented in 2008-2009 is that the value system (list of watch and passing grade / threshold pass) has better impact.
