The background of this research is the persons with disabilities. They are part of the society that are classified as vulnerable. Based on this, the persons with disabilities are entitled to protection as mandated by law. The right to the protection of the one of which includes the right to obtain treatment and protection with respect to specialization. In this case, the government has an obligation to protect and fulfill the rights of persons with disabilities, one of which is the presence of a public facility that is friendly to people with disabilities. Therefore, the licensing agency has a role in creating public facilities. From this background, the research’s problems are: 1. How does the Licensing Agency of Yogyakarta city efforts to expediting the implementation of the DIY Local Law Number 4 of 2012 about The Rights Protection and Fulfillment of Persons with Disability? 2. What constraints faced by the Licensing Agency of Yogyakarta City to expediting the implementation of the DIY Local Law Number 4 of 2012 about The Rights Protection and Fulfillment of Persons with Disability? 3. How is the effort to overcome the constraints faced by the Licensing Agency of Yogyakarta City to expediting the implementation of the DIY Local Law Number 4 of 2012 about The Rights Protection and Fulfillment of Persons with Disability? The Licensing Agency of Yogyakarta City efforts to expediting the implementation of the DIY Local Law Number 4 of 2012 about The Rights Protection and Fulfillment of Persons with Disability by license such as building permits, provide a special counters for persons with disabilities, and provide the aid instrument for persons with disabilities. The constraints faced by the Licensing Agency of Yogyakarta City to expediting the implementation of the DIY Local Law Number 4 of 2012 about The Rights Protection and Fulfillment of Persons with Disability are socialization less this law in the Government of the Yogyakarta City and society, the absence of institutions that has the authority to make recommendations relating to the provision of accessibility for persons with disabilities as a condition of application for building permits.
