The village development that includes people participation is developed well because of mutual cooperation culture that still exists in this village. This research uses qualitative method with showing facts that appear in participation form and significance that makes Kemetul Village people involve in developing their village. The data collection in this research was done by using interview, observation, and documentation that appears in primary and secondary data.
