The method of this scientific paper is a causal research design with 24 regency/ city as a sample for every year from 33 regency / city at North Sumatera Province. This research is done for 2005-2007 period. This research utilizes secondary data. The data are taken from Central Bureau of Statistics (BPS) on North Sumatera province. The data which have already collected are processed with classic asumption test before hypothesis test. Hypothesis test in this research use multiple linier regression, with t test and with F test on 5% level of significant (=0.05).
The result of this research show that in partial, General Allocation Fund have negative impact the Local Tax Effort, but Special Allocation Fund have positive impact Local Tax Effort, as simultan General Allocation Fund, Special Allocation Fund have a significant impsct toward the Local Tax Effort. 21.5% variation from the Local Tax Effort change which can be explained by the two independent variable.
