- The purpose of this research is conducted to obtain empirical evidence and analyse influence of Budgetary Goal of Characteristics (BGC), Prosedural Justice to Managerial Performance by simultan and parsial. The population of this research are functionary of echelon III and IV in Pemko Tebing Tinggi which amount 336 people, sampel are 77 people. The qualitative data used in this research are primary data. Hypothesis testing by 2 way, first analysed factor for all characteristic of BGC so that obtained one value which represent BGC to test together with variable Prosedural Justice with multiple regression analysis after the quality test of data and the classical assumption test of sample data. Second test all the characteristic of BGC tested together with variable Prosedural Justice with multiple regression analysis. The Result of the first test indicate that BGC and Prosedural Justice either through simultan and also by parsial have an effect to Managerial Performance. The second test result from the fifth characteristics of BGC only Budgetary Participation and Prosedural Justice having an effect either through simultan and also by parsial to Managerial Performance.
