Theory used in this research is the theory relating to Marketing Mix theory of price and promotion and related to the theory of customer response and customer volume growth. This study aimed to analyze the effect of tariff policy and promotions on consumer responses and also analyzed the effect of tariff policies and the promotion of growth in the number of subscribers, Telkom Flexi Kandatel Medan. It also investigated the relationship with the customer response to growing number of subscribers Kandatel Telkom Flexi in Medan. The research method was conducted using a survey approach, with quantitative descriptive research, as well as an explanatory nature. The analytical method used is multiple regression analysis to test the hypothesis first and second. While the third hypothesis using Rank Spearman. Results of analysis for the first hypothesis indicate that the independent variables (tariff policy and promotions) can be explained dependent variable (consumer response), and tariff policy and promotions by Telkom Medan Kandatel high significant influence on consumer response. Partially promotion policy is more dominant influence on the response of the second hypothesis konsumen.Hasil analysis showed that the independent variables (tariff policy and promotions) can be explained dependent variable (customer growth), and tariff policies and the promotion by Telkom Medan Kandatel high significant effect on growth Kandatel TELKOMFLEXI customers in Medan. In this second hypothesis, the partial promotion policies are also more dominant influence to enhance customer growth. The third hypothesis is the result of analysis shows the relationship between the response of customers with growing number of subscribers is related to very strong, significant, and in the same direction. The conclusion of this study were (1) tariff policy and promotions by TELKOM Kandatel field has an influence on customer response, and which has a more dominant effect is the promotion policy. (2) tariff policy and promotions by Telkom Medan Kandatel have a major effect on the growth of the number of subscribers, and promotion policies have a dominant influence.
