The population is 33 Regency/city (25 Regency and 8 City) in Province Sumatera Utara. The sample used in this research is 25 Regency/City (18 Regency and 7 City) which is determined by purposive sampling methods. Using the Criteria in sample is Regency/City which publishes realization report APBD consistently from year 2007 to 2009. The method of analyze used is Multiple Regression Analysis (MRA) and residual test with using SPSS version 16. The result shows that Local Revenue, Intergovernmental Transfer, Other Revenue significantly influences the Local Government Expenditure.
