  • The purpose of this research is to know and analyze by the fly paper effect fenomena of The General of Intergovernmental Transfer, Special of Intergovernmental Transfer, Sharing Revenue Transfer and Local Government Revenue to the Local Government Expenditure in Regency/Town in Provinsi Sumatera Utara. Dependend variable used are Local Government Expenditure and General of Intergovernmental Transfer, Special of Intergovernmental Transfer, Sharing Revenue Transfer and Local Government Revenue as independend variable. The Fly Paper Effect Fenomena is a current condition by the local government to response a overconsume the budget expenditure grant better than by the local Government Revenue. The population of this research is whole regencies/Town in provinsi Sumatera Utara which consist of 33 regencies/town. Sample taken are from 22 regency/town in Provinsi Sumatera Utara with time period at 6 years by the 2005-2010. The General of Intergovernmental Transfer, Special of Intergovernmental Transfer variable, Sharing Revenue Transfer and Local Government Revenue sample used at period 2005-2009.Data using in this research is scunder. Analysis method the used is Multiple Linear Regression with classical assumption normality, heteroscedasticity, multicollinierity and autocorrelation test. This result shows are simultanly there are the fly paper effect fenomena occur the The General of Intergovernmental Transfer, Special of Intergovernmental Transfer. Sharing Revenue Transfer and Local Government Revenue to the Local Government Expenditure in Regency/Town in North Sumatera Province. Partially, show only The General of Intergovernmental Transfer (X1) and Local Government Revenue (X4) to the next year Local Government Expenditure. More than increasing of The General of Intergovernmental transfer variable by central government so local government response with increasing Government Expenditure next years. Generally, this research with explained by variation the expressed in Adjusted R2 equal to 69,1 % is while the rest equal to 30,1 % influenced by other variable which is not explained by this research model.
