  • Jalan Ngumban Surbakti is part of the outer ring road in the Southern part of Medan which connects the Northern part of Medan (Langkat District) and the Southern part of Medan (Karo District, Serdang Bedagai District, Lubuk Pakam, etc.). The volume of the traffic flow in this road is local and regional traffic flow and the trought traffic so that it couses some problems, such as the increase in the capacity of the traffic flow and in the side obstacles because the vehicles have to be slow down and many of them park by the roadside. This condition will eventually cause discomfort and insecurity of the road users. It seems that Jalan Ngumban Surbakti does not function as an outer ring road anymore. This research was intended to measure the service rate and the type of side obstacles in order to measure the stretch of road implementation of Jalan Ngumban Surbakti as the outer ring road. The measurement process in the research used the Indonesia Road Capacity Manual (MKJI-1997) analysis. The analysis of the traffic flow was used in order to measure the volume of the traffic flow and the side obstacles at the stretch of road. The result of the research showed that the volume of the traffic flow (Q) was 1401 rpm/hour, the velocity of the Free Vehicles (VP) flow was 56 kilometers/hour, the Vehicles’ low velocity (Vlv) was 40 kilometers/hour, the travel time was 45 seconds and the degree of saturation was 0,84 with D service level (the traffic flow became unstable/snarled, and the speed decreased although it did not reach zero point). The side obstacle type was 413 (M category), the indicator was moderate and almost high because the roadside were usually used as the commercial areas (stores and the sidewalk vendors who sold their wares by the roadsides). The result of the research also showed that the Government Regulation (PP) Number 34, 2006 about Road was not implemented properly. It was recommended that the location which were used as the road facilities for any activities such as restricted areas for parking and vehicle-stopping places by the roadsides should be brought under control.
