- This research is purposed to analyze the regulation in Law that able to strength the institution to the governor in carry on its authority, to analyses and examines the synergy of Governor as a representative of Center Government in synergy the effective relation authority between The Province of government with local government in connecting with the implementation of good governance. This research is a legal normative. The type of research is legal normative to approach the problem with purpose to analyses the law and regulation existed, also the analyses theory from the literatures then connected to the problem that as main discussed in this research. Field research is by interview to respondent that have capability and credibility to answers all the matter that have been discussed. The result of its research have shown that 1) The regulation under the law that able strength the institution to the governor in implemented its authority as the represent tof center of government that regulated under the Law number. 32 year 2004. As the inheritage from the law that establish some of other regulation both in government regulation to the ministry regulation. 2) Governor as a representative of center government in local to synergized the effective relation in authority between the government, province government and local government based on Law number 32 year 2004, The government regulation under number 38 year 2007,and the goverment regulation number 23 year 2011. Governor as one single command is to maintain the coordination between government level and to strength between the center government and local government, also to support the affectivity and efficient as the executive function. 3) The relation pattern between the governor and mayor in order to connected the implemented of good governance is Governor that posited as Intermediate government where the governor as central point between the government and local government.
