This research is a development study using the Rowntree development model which consists of three stages, namely the planning stage, the development stage and the evaluation stage using tessmer evaluation techniques consisting of self evaluation, expert review, one to one evaluation and small group evaluation. Data collection techniques using walk-through and questionnaire. Based on the results of expert review of the three aspects of assessment namely content, design and language obtained an average of 4.2 with very valid criteria. Based on the results of one-to-one evaluation, it was obtained an average of 87.6 and small group evaluation obtained an average response of students to the use of teaching materials amounted to 88.3 and classified as very practical.
